In a decisive move to address the concerns surrounding the police sub-inspector (PSI) recruitment scam, the Karnataka government has taken a significant step forward by forming a dedicated single-member judicial commission.

The commission, under the discerning guidance of retired Karnataka High Court judge, B Veerappa, has been entrusted with the crucial task of conducting a thorough investigation into the alleged irregularities. Aiming for utmost transparency and efficiency, the government has mandated a fixed timeframe of three months for the comprehensive completion of the inquiry, as explicitly mentioned in the official notification that constituted the commission. As the investigation commences, the state holds its breath, awaiting the unveiling of the truth behind the intricate web of events that led to this concerning situation.
Amidst mounting allegations of manipulated exam results, the BJP government took the matter seriously and initiated a probe into the matter. To investigate the claims of wrongdoing, the government entrusted the Criminal Investigation Department (CID) with the task. As the investigation unfolded, several officials from the Police Recruitment Cell, including its then chief, Additional Director-General of Police Amrit Paul, were arrested. Additionally, a considerable number of candidates who had appeared for the exam were also taken into custody as part of the probe. The situation escalated as the CID sought to uncover the truth behind the alleged malpractices in the recruitment process.
In response to the allegations of irregularities and corruption in the recruitment of 545 Police Sub-Inspectors (PSIs), the government took decisive action by annulling the exam results. As a remedial measure, the government decided to conduct a re-examination, which, however, is yet to take place.
To thoroughly investigate the matter and get to the bottom of the alleged misconduct, the government established a judicial inquiry. The terms of reference for this inquiry were laid out in an official order, encompassing four key questions.
– First, the commission was tasked with determining whether any rules were violated during the recruitment process of the 545 PSIs.
-Secondly, it sought to identify the specific violations or illegalities that occurred and at what level these transgressions were committed.
-Thirdly, the commission aimed to identify individuals who may have gained unjust advantages through these illegalities.
-Lastly, the inquiry was directed to propose measures that the government can implement to ensure future PSI recruitment exams are conducted by rules and in a transparent manner.
To carry out a comprehensive investigation, the CID and the police recruitment wing were called upon to cooperate fully with the commission. They were required to provide all necessary documents and information relevant to the case.
Additionally, to facilitate the smooth functioning of the commission, the Director General and Inspector General of Police (DG & IGP) were instructed to ensure that an office was set up in Bengaluru, equipped with the essential facilities and staff required to support the inquiry effectively. This step was taken to ensure the commission had all the necessary resources at its disposal to conduct a fair and thorough investigation into the alleged irregularities in the PSI recruitment process.
